Registration Criteria
Before a horse is registered it must satisfy all registration requirements under the Rules of Racing, including the following criteria:
- An unraced horse must:
- not be more than three (3) years old at the time of arrival in Malaysia or Singapore.
- have been broken in.
- A raced horse must:
- not be more than five (5) years old at the time of arrival in Malaysia or Singapore.
- have qualified in a race run on the flat.
Australia:
- have won or been placed second or third in a race at a race meeting that has Metropolitan Status pursuant to the Australian Rules of Racing; or (Amended 1/10/2007)
- have won a race where the stake money is AUD10,000 or more; or (Amended 1/10/2007)
- have won or been placed second, third or fourth in a Graded, Group or Listed race.
New Zealand:
- have won or been placed second or third in a race where the stake money is NZ$6,000 or more; or (Amended 1/10/2007)
- have won or been placed second, third or fourth in a Graded, Group or Listed race. (Amended 1/10/2007)
European Countries Represented on the International Classifications Committee (Great Britain, Ireland, France, Germany, Italy).
- have won or been placed second or third in a race run on the flat and have a minimum rating equivalent to seventy (70) points under the English Jockey Club System; or (Amended 1/10/2007)
- have won or been placed second, third or fourth in a Graded, Group or Listed race.
Other Countries:
- have won or been placed second, third or fourth in a race of sufficient value, and of comparative quality and standard to satisfy the MRA Panel of Handicappers as to its suitability for importation.
Save where otherwise provided, the decision of the Association on the registration of horses is final and no appeal against the decision of the Association or its Handicapping Sub-Committee shall be permitted.
Subject to an appeal to the Committee under Regulation 13.5, any previously raced horse aged more than five (5) years old, at the time of arrival in Malaysia or Singapore, are only eligible for registration into Class 1. Such a horse must, within a period of nine (9) months immediately preceding its arrival in Malaysia or Singapore, have been placed in the top four (4) positions in a race of sufficient value and of comparative quality and standard to satisfy the MRA Panel of Handicappers as to its suitability for importation.
In addition, prior written approval must be sought from the MRA Panel of Handicappers before importation of any horse into Malaysia or Singapore. Such prior written approval must also be obtained from the MRA Panel of Handicappers before any appeal under these Regulations can be made .For the avoidance of doubt, satisfaction of the above criteria does not guarantee registration.
All horses to be imported into Singapore/Malaysia must undergo a uniform and independent veterinary examination prior to their importation. The veterinary certificate attesting the fitness and soundness of the horses to race must be provided before such importation.
The Committee reserves the right to grant an exemption from the regulations relating to registration and de-registration in exceptional circumstances. The decision of the Committee shall be final and no appeals will be entertained.
All racehorses shall be freeze-branded by the Veterinary Surgeon for identification and registration purposes. In the case of an imported racehorse, it shall be freeze-branded during the quarantine period.
